Received the degree of Candidate of Sciences in Public Administration.
Earned a Master’s degree in Public Administration with distinction at the National Academy of Public Administration.
Defended a doctoral dissertation in law on the administrative and legal structure of local self-government in Ukraine.
Elected member of the Parliament of Ukraine.
Re-elected to the Verkhovna Rada, winning single-mandate constituency No. 141 in the Odesa region.
Won constituency No. 141 in the Odesa region again.
Legislative initiatives included amendments to the Labour Code and the Criminal Code of Ukraine concerning labour disputes and countering smuggling, as well as laws on the social protection of former law enforcement officers and their families.
Organised the First Conference of Parliamentarians of the Danube Region in Ulm, Germany, bringing together representatives of fourteen Danube countries.
Took part in parliamentary delegations and groups, including the Permanent Delegation to the Euronest Parliamentary Assembly and inter-parliamentary groups with Bulgaria, Czechia, Hungary, Romania, France and Greece.
On 15 December elected the first chairman of the Odesa District Council. Under his leadership the district joined the European Association for Local Democracy (ALDA) and the Assembly of European Regions.
The Council’s work was recognised by the Congress of Local and Regional Authorities of the Council of Europe for its contribution to local democracy.
Elected vice-president of the Ukrainian Association of District and Regional Councils. In November the Council opened a local ALDA office in Odesa to support regional recovery projects with EU partners.

Honorary Citizen of Vylkove, Odesa region.
Doctor of Law. Author of more than thirty research papers in international and specialised journals and of a monograph on municipal law. His research concerns public administration and the legal structure of local self-government in Ukraine.
